Spartan Community:

The North Schuylkill School District will return to districtwide in-person learning next week – January 11 – 15, 2021.

Throughout the break, we have been monitoring COVID-19 cases among students, employees and the community at-large. We are confident that our schools are safe environments for students, faculty and staff. Last fall, we did not see substantial evidence of in-school transmission, which we attribute to a strict adherence to our Health and Safety Plan protocols.

I know our families are looking for consistency with their child’s education but the current reality of the COVID-19 pandemic makes that very difficult. The new regulations from the PA Department of Health and PA Department of Education require an instructional shift to full virtual learning if we reach a range of specific active positive cases in a school building. With that being said, our families must be prepared for virtual days at any moment due to the possible rise of internal cases.

We will continue to work with our families who choose to continue 100 percent virtual instruction with North Schuylkill. All we ask is that you communicate your decision with your school building main office. The option for 100 percent virtual instruction for our students will continue throughout the 2020-2021 school year.

As the 2020 calendar year ended, we are grateful for the success we have had with the mitigation efforts within the North Schuylkill Schools amid continued high numbers of community COVID-19 cases in our county and state. These efforts rely on the cooperation of our families and we thank you for working with us.

As always, we all must continue to be very vigilant in following COVID-19 protocols. Parents should continue daily screenings before sending their child to school and students should stay home if sick or exhibiting any COVID-19 symptoms. The time is now to be extra cautious.

Substantial Message #13 (12/22/2020)

Spartan Community:

As we approach our holiday break, we want to share with you some details about your return in January. Be sure to check your email and our website often over break for additional information and potential changes. The current winter surge of the virus puts us in a different position than when we returned to school in August and we must respond accordingly. We urge you to act with extreme caution over break, especially in the days leading up to your return to campus. The nationwide circumstances call for vigilance in protecting yourself, your family, and by extension, the Spartan community. We know this has been a challenging year, but we can’t let up now.

Just as our pandemic team emphasized in our health and safety plan, we must still remember some critical pillars like wearing a mask, washing your hands, keeping six feet of physical distance whenever possible and monitoring your health. These pillars are the best ways to prevent yourself, your loved ones and others from contracting the virus. This is true now, and will remain necessary for the foreseeable future.

I would like to remind the community that the North Schuylkill School District will proactively go to a 100% virtual learning model for a brief period following the Christmas and New Year’s break. We are proceeding with districtwide 100% virtual learning on January 4 through January 8, 2021.

During 100% virtual learning, we are offering free meal distribution on Tuesday, January 5, 2021 and Thursday, January 7, 2021 at the five locations (Ashland, Frackville, Girardville, Ringtown and the High School).

Governor Wolf signed a limited-time COVID-19 mitigation order that went into effect on December 12, 2020. Our plan is to resume all athletics and extracurricular activities beginning January 4, 2021.

Please note, when we receive a report of a student or employee testing positive, we will post the information on our Spartan COVID Tracker located on our District Website. Real-time case information data can be found on our District Website on the COVID-19 page at www.northschuylkill.net. If you follow the North Schuylkill COVID Tracker, you will see active cases within the most recent 14-day period. Cases that are listed as “active” on the tracker were individuals who were present in a building with symptoms or were present within 48 hours prior to developing symptoms or receiving a positive test result.

Should circumstances change over time, we are prepared to deviate from our plans in order to keep our staff, students, and community safe. It is important to develop contingency plans. All students will still have the option to learn virtually from home. We will continue to evaluate the status of COVID-19 in our community on a daily basis. Decisions to be in school or 100% virtual will be made weekly.

Dear Parents and Guardians:

North Schuylkill is planning to finish out the month of December with in-person learning (December 14, 2020 – December 23, 2020). With the most recent national research of the health and safety benefits for kids being in school, we believe that practicing an abundance of caution is remaining open.

The Department of Health and PDE announced non-negotiable guidelines for changes to the instructional models/school closures. By signing to the Attestation document provided, we have agreed to comply with these requirements.

Pennsylvania Department of Education (PDE) and Department of Health (DOH) Guidelines to Recommend Closure of Schools in Counties within Substantial Risk within a rolling 14-day period.

Should we see a number of cases that reach the new state benchmarks for schools our size, we will be forced to move to 100 percent virtual learning.

After a shift to virtual instruction on Friday (Virtual Wellness Day), followed by the weekend, the active case number resets in both buildings since no students were present.

We appreciate what we have been seeing in our community with families taking precautions, but we still need your help to keep everyone safe while in-person learning continues. If children show any symptoms, they should stay home. We encourage you to take the time to conduct the screenings; they’re vital to our efforts to remain in schools.

Dear Parents and Guardians:

The North Schuylkill School District will proactively go to a 100% virtual learning model for a brief period following the Christmas and New Year’s break. We are proceeding with districtwide 100% Virtual Learning on January 4 through January 8, 2021.

While we believe maximizing the engagement of students in person at school is essential, several factors contribute to the decision to move to a 100% virtual phase.

During 100% virtual learning, we are offering free meal distribution on Tuesday, January 5, 2021 and Thursday, January 7, 2021 at the five locations (Ashland, Frackville, Girardville, Ringtown, and the High School). More information will be shared on social media about pick-up time and locations.

We will continue to evaluate the status of COVID-19 in our community on a daily basis. Decisions to be in school or 100% virtual will be made at the end of each week.

Dear Parents and Guardians:

I hope that all of you have had an enjoyable Thanksgiving Break and four days of virtual learning. I am want to let our families know that North Schuylkill will resume in-person leaning on Monday, December 7, 2020.

The District has signed and submitted the state-mandated Attestation Form and will be continuing our mitigation efforts in order to continue providing the in-person learning option that we know is best for our students and families.

The PA Department of Health (DOH) released new guidance about when schools must shift to virtual instruction based on the number of positive COVID-19 cases within a given size of a school building (chart below). Please know that North Schuylkill has reported every single positive case to the DOH and is adhering to all requirements. Cleaning protocols, contact tracing, and case investigation are the primary responsibility of the District administration. All of this information is shared with DOH as decisions about any potential shift or closure are considered.

Cases that are listed as “active” on the tracker were individuals who were present in a building with symptoms or were present within 48 hours prior to developing symptoms or receiving a positive test result. After a shift to virtual instruction, as we have had this past week in the NSSD, the active case number resets in those buildings since no students were present.

We recognize that there are concerns about operating schools during a pandemic. However, we also know that the spread of COVID-19 in our community has not substantially occurred within the school environment. We recognize that no virus can be fully prevented from spreading within any community, but the District’s mitigation efforts are working in our schools. Our plan is developed to reduce the level of risk, but does not completely eliminate risks and exposure. For families with concerns, we recommend enrolling into our 100 percent virtual option by calling your child’s school office.

We also know that there are very real risks to shifting to 100 percent virtual learning that impact learning, as well as social and emotional well-being for many of our students. I encourage you to please contact your child’s counselor or principal if your child is experiencing any of these difficulties. They will work with you to provide the most optimal learning situation and circumstances for your child.

We know the current circumstances are challenging for our students and families. They are very challenging circumstances for our teachers and staff as well. This is why we continue to appreciate everyone’s cooperation.

Please know that the North Schuylkill School District will continue to make decisions to the best of our abilities that serve our students and families. Therefore, I again ask our community, to please be diligent about abiding by recommended safety practices. We can monitor what happens during the school days but beyond that, we need our entire community to wear masks, adhere to physical distancing and avoid gatherings.

Important Update:

If you traveled over the holiday season, please note the recent travel orders from the PA Secretary of Health. The PA. Department of Health's order for traveling requires anyone who has traveled out-of-state to have a negative COVID-19 test result upon returning to the Commonwealth. In our case, students must have a negative result to enter any NSSD building. If they cannot get a test, or choose not to, they must quarantine for 14 days.

Reminder:

COVID-19 can look like other common illnesses – colds, strep throat, or allergies. The most common symptoms of COVID-19 in children are fever and cough. However, children may have any of these signs or symptoms of COVID-19 including, but not limited to, Fever or Chills, Cough, Nasal Congestion or Runny Nose, New Loss of Taste or Smell, Sore Throat, Shortness of Breath or Difficulty Breathing, Diarrhea, Nausea or Vomiting, Stomachache, Tiredness, Headache, Muscle or Body Aches. If your child has symptoms or may have been exposed to the virus that causes COVID-19, please keep them home and have them evaluated by a medical provider. If you are waiting for any test results, please keep them home until cleared to return. Schools have a significant role to play in slowing the spread of COVID-19. We appreciate the fullest cooperation of all parents to keep their own and other students, as well as our staff, safe.

Health and Safety Plan is Working and Reducing Transmission

  • We continue to require employees and students to be masked, use desk shields and socially distance to the maximum extent feasible.
  • We have a detailed contact tracing process conducted by our nurses and administration staff.
  • Employees and students have done an excellent job of adhering to the Health and Safety Plan protocols since the first day of school, August 27, 2020.

What would cause the District to close districtwide or an individual school?

  • We see increased transmissions occurring within schools.
  • We have a critical number of cases in one building (Chart Below)
  • We cannot adequately staff our buildings and operations.
  • Governor Wolf or the Department of Health requires us to close.
  • Note: We are actively monitoring each school’s cases on a daily basis. This includes each weekend. Therefore, at any time, we could decide to close an individual school or the District based on any of the above variables.

Why is it important for North Schuylkill to offer in-person learning?

We believe that offering in-person learning, if it is safe for students and employees, is best for many of our students. When we are in schools, students have immediate face-to-face access to services and support from faculty and staff; e.g. – counseling, special education and nursing services. In addition, we are better able to:

  • Support the social-emotional well-being of our students. Local mental health professionals, pediatricians, and social workers are concerned about a lack of social engagement contributing to a decline in our students’ well-being (i.e., increased drug use, obesity, depression/anxiety).
  • Provide specialized instruction for our students who receive required special education services.
  • Provide free and nutritious meals daily for all students
  • Support parents and guardians who cannot work from home or do not have child care

  • Community Cases: Reported daily updates from Schuylkill County EMA

  • Medical Center COVID-19 capacity

  • Each week, we will take all of the above data into consideration while deciding whether to be in school or virtual for the next week.

We hope this helps further your understanding of how we arrive at our decisions. Harrisburg, PA - Secretary of Health Dr. Rachel Levine and Acting Secretary of Education Noe Ortega today announced that, with parental or guardian permission, Pennsylvanians age 13 to 17 can now add their phone to the fight and download the COVID Alert PA app to help stop the spread of COVID-19.

“While the app has been available to Pennsylvanians 18 and older, we wanted to ensure more residents had access to these resources and can be notified if exposed to COVID-19," Dr. Levine said. “By expanding the age range, we can hopefully increase the number of individuals who download the app, increasing its effectiveness to help control the spread of this dangerous virus, especially in school settings. I encourage everyone to download COVID Alert PA and answer the call to wash your hands, social distance, and wear a mask so we can unite together against COVID-19.”

"The Pennsylvania Department of Education is issuing a call to action to all youth in our commonwealth: We urge you to download the free COVID Alert PA app to help slow the spread of COVID-19," said Acting Secretary of Education Noe Ortega. "Help keep yourself, your families, and your communities safe by utilizing your phone in the fight against the spread of this disease."

COVID Alert PA is a free and voluntary mobile app developed by the Pennsylvania Department of Health in partnership with NearForm, University of Pennsylvania and MIT Lincoln Laboratory using Apple and Google’s Exposure Notification System. The app’s features include an interactive COVID-19 symptom check-in, alerts for potential exposures to the virus, updates on the latest public health data about COVID-19 in PA and public health guidance for what to do if you have a potential exposure to COVID-19.

In this new update, the Department of Health will share further data resources on the app to provide the most up to date COVID-19 county case counts and hospitalizations. The update will also include an information hub, where residents learn more about contact tracing, app compatibility with other states, and where to find a testing location and other assistance and benefits.

We encourage you to download the app so if you test positive for COVID-19, you can then enter a unique six-digit code given to you by a case investigator. This will allow individuals you may have encountered in proximity and who have the app know that they have been exposed to COVID-19. They can then take important steps to protect themselves and others such as getting tested or quarantining. Most importantly, this will help cut the chain of COVID-19 transmission.

The app is also designed to ensure privacy of the user. It does not use GPS, location services or any movement or geographical information. It will never collect, transmit or store personal information. It is completely anonymous.

The app does collect user statistics such as the number of downloads or the symptom check-in demographics that people can voluntarily share. Since the launch on September 22, we know:

• There have been 622,000 downloads onto smartphone devices.
• There were 326 positive cases who confirmed their positivity through the app, which generated 144 close-contact exposure alerts.
• Of those who received an exposure alert, 21 requested a call-back to speak with a trained contact tracer for further support.

Dear Parents and Guardians:

A reminder, in an abundance of caution, that the North Schuylkill School District will proactively go to a 100% Virtual Learning Model beginning Tuesday, December 1, 2020 through Friday, December 4, 2020.

The District believes it would be fool hearted not to expect families to give thanks together and wishes everyone a safe and happy Thanksgiving. Instead, we ask that everyone continue doing their part in keeping the school community safe. By shifting to a district wide 100% Virtual Learning Model for this week, the District will be able to re-evaluate our situation and, more importantly, allow a little extra time for potential COVID-19 contacts to come to light prior to returning to school and increasing our number of students requiring quarantine.

Please, if you think there was any chance of exposure to COVID-19, keep your child/children home until appropriate contact tracing is completed. We will walk families through the Department of Health’s protocols and resources, and most importantly, when in doubt encourage families to contact their doctor. Although we believe that in-person instruction is best for our students, meaningful instruction will continue to occur virtually with our amazing teachers and staff. Teachers will be teaching from their classrooms live all day and providing rich and challenging learning experiences for our students. Our goal is to get our students back to in-person instruction on Monday, December 7, 2020. In the meantime, we will continue to evaluate the status of COVID-19 in our community on a daily basis and make our decisions accordingly. Please know that we certainly understand the challenges that temporarily switching to a 100% Virtual Learning Model causes for parents and families. However, we believe that this decision is proactive in nature and keeps in mind the needs and concerns of all families. Substantial Message #7 (11/21/2020)

Dear Parents and Guardians:

The North Schuylkill School District wants to remind all stakeholders that we have made two difficult decisions. First, we will remain in school next week – November 23, 24 and 25, with an early dismissal day on the 25th – 11:00 a.m. for the JSHS and 12:00 p.m. for NSE. Second, we will be shifting the District to 100% virtual learning for the four days following Thanksgiving break. In an abundance of caution, we will proactively go to a 100% Virtual Learning Model beginning Tuesday, December 1, through Friday, December 4. Although our position has been and continues to be that, our students are safer to be in school, several variables have led to this decision. Our plan is to return to in-person learning on Monday, December 7, 2020.

We took this course of action with the unanimous support of our health and safety team. For weeks, we have been struggling with staffing due to contact tracing related to COVID-19, which resulted in quarantining of staff members. Because of this, we have had to be creative shifting faculty, staff and substitute teachers among classrooms. While we have been able to manage to this point, and are working to cover classes through next Wednesday, continuing in this manner is becoming more difficult. We are now at a tipping point.

Compounding the problem, our team is predicting that our current situation will only become worse during the week after the Thanksgiving break because of the recent surge of COVID-19 and expected holiday gatherings. This is one reason why we are closing for in-person learning until December 7, 2020. It is our hope that this period will give us time to restore our staffing levels, providing a pathway back into schools.

I realize this decision will cause hardships for many of our families. Please know, a great deal of care and thought goes into these types of decisions, and they are always challenging. For nine months now, this virus has taken its toll on our community, and I can only hope that we will be back in schools as soon as possible.

Dear Parents and Guardians:

The North Schuylkill School District will proactively go to a 100% virtual learning model for a brief period of time following the Thanksgiving break, given the uptick in positive cases within Schuylkill County and locally, combined with the most recent State order issued. We are proceeding with districtwide 100% Virtual Learning on December 1 – December 4, 2020.

While we believe maximizing the engagement of students in person at school is essential, there are several factors that contribute to the decision to move to a 100% virtual phase. In the midst of this challenging time, I take great pride in the amazing work our staff is doing with our students. At the same time, we have been preparing for the possibility of facing a need to adjust.

During 100% virtual learning, we are offering free meal distribution on Tuesday and Thursday. More information will be shared on social media about pick-up time and locations.

We will continue to evaluate the status of COVID-19 in our community on a daily basis. Decisions to be in school or 100% virtual will be made at the end of each week. Our health and safety team believes this week-to-week approach provides the best opportunity to safely return to school as soon as possible.

No doubt, this is a disappointing time for many of us, but while we are virtual, meaningful instruction is occurring. Our faculty and staff are among the best in the state and they will do their best to provide students with engaging and challenging learning experiences. 100% virtual is certainly not where we want to be and I can assure you that our goal is to get students back in schools on December 7, 2020.

Dear Parents and Guardians:

The North Schuylkill School District has decided to remain in school next week, November 16 – 20, 2020. Monday will remain a 100% Virtual Day for all 7 – 12 grade students only.

Although cases in our community and schools have risen lately, our contact tracing results have identified no evidence of transmission within our schools. We attribute this to our students’ and employees’ ongoing adherence to our Health and Safety Plan protocols, and it is primarily why we are continuing in-school education.

The increased COVID-19 cases in our community and statewide are troubling. Therefore, I again ask our community to please be diligent about abiding by recommended safety practices. We can monitor what happens during the school days but beyond that, we need our entire community to wear masks, adhere to physical distancing and avoid gatherings.

We know that in-person learning is vital for our children! These are difficult times for everyone. Thank you for your continued commitment to following COVID-19 safety measures and flexibility.

Substantial Message #4 (11/10/2020)

Dear Spartan Families,

We hope this communication finds all of you well. With the health and safety of our students, staff and community members being of utmost importance, we have been recently made aware of one new support staff member testing positive for COVID-19 at North Schuylkill Jr./Sr. High School, with no close contact quarantine necessary.

On Saturday, our football team defeated Tamaqua to advance to the District XI Championship Game. Today, we learned that a player on the Tamaqua team tested positive for COVID-19. The North Schuylkill Football Team has been deemed a close contact of the Tamaqua case and are required to quarantine at home and away from others for 14 calendar days and may not attend school or play football. Unfortunately, the season has come to an abrupt end.

North Schuylkill Jr./Sr. High School will be 100% Virtual
Thursday, November 12, 2020 – Monday, November 16, 2020.

Students are required to login to their Google Classroom Homeroom by 7:39 AM. North Schuylkill Elementary School will continue with in-person learning unless circumstances change. Friday will remain a Virtual Wellness Day for both buildings. We have evaluated this decision from all perspectives and are choosing to do our best to be diligent in not facilitating a spread, while still being focused on getting our students back to in-person learning as soon as possible. At this time, our plan is to have students return to school for in-person learning on Tuesday, November 17, 2020.

“Grab-N-Go” Breakfast and Lunch bags will be available for pick up tomorrow, Thursday, November 12, 2020, from 11:00 AM – 2:00 PM at the High School Bus Loop. Each bag will include meals for Thursday, Friday, Saturday, Sunday and Monday.

It is our hope that shifting to a brief period of virtual instruction will allow us to return to face-to-face learning as soon as possible. We will continue to monitor these cases and the health situations within our scope of operations to make decisions that are fully appropriate for individuals and the community as a whole. Substantial Message #3 (11/7/2020)

Dear Parents and Guardians:

The North Schuylkill School District has decided to remain in schools next week, November 9 – 13, 2020. On Monday, school is not in session for students due to a scheduled Act 80 Day and Friday is a Virtual Wellness Day for all students K-12.

When assessing our status, we considered the number and nature of recent COVID-19 cases in the District. This week, we had four unrelated cases of COVID-19 across the District (two students and two support staff employees). Contact tracing identified that the cases had 29 close contacts within the District. There was also one Rohrer Van Driver who tested positive.

The countywide seven-day incident rate per 100,000 residents of COVID-19 cases is 166.8, a decrease from 194.3 the previous week. During the same period, we have seen the seven-day average percent positivity drop from 11.1 percent to 9.2 percent. Even though we are encouraged to see these changes, we are still concerned about local COVID-19 transmission. In light of the virus’ continued presence in our community, please continue to exercise caution and follow safety measures such as maintaining physical distancing, wearing masks and avoiding gatherings, especially indoors.

Insight for Education put out a brief called, COVID-19 and Schools: What We Can Learn from Six Months of Closures and Reopening. This brief identifies facts and myths (see below):

Fact Check 1:
Myth: School closures lower infections, and openings lead to rising cases.
Finding: There is no consistent pattern between school status and infection levels. The reality is much more complex.

Fact Check 2:
Myth: Countries experiencing second waves of infection have kept schools closed.
Finding: Nearly all countries (89%) in a second COVID-19 wave are opened to students

Fact Check 3:
Myth: Countries where cases rise above first-wave levels are at risk of closing again.
Finding: Despite higher second-wave infection levels, countries seem determined to keep schools open.

Fact Check 4:
Myth: Schools in most countries are now open.
Finding: Many countries are still closed, or only partially open, most from lower income and still undergoing an extended first wave of infection.

Finally, we will continue to communicate with our learning community using real time updated information concerning COVID-19 positive cases both within our school district buildings and in our local community. Substantial Message #2 (10/31/2020)

Spartan Families – The rising number of positive COVID-19 cases in Schuylkill County has moved the community transmission level to substantial for the third consecutive week. You may have read that PDE is recommending full-remote learning.

Moving forward, despite the rise in cases in Schuylkill County, the District is staying open for now. As I expressed last week, if our schools are still safe — which we still believe they are — we are committed to providing in-person learning for as long as we can.

Our main rationale for staying open is how well our students, faculty and staff are following our Health and Safety Plan. From the information we have, it is our belief that most of the new cases in the past week are likely in isolation. Two positive cases have occurred this past week from among the approximately 2,000 students and employees of North Schuylkill who have continued to attend school on a daily basis.

While I am pleased that students and employees will continue to remain in school, this is still a difficult decision. Keep in mind, for this plan to work, our entire community must stay vigilant and abide by the safety measures in place to contain the spread of the virus. That is, please wear a mask; wash your hands frequently and physically distance as necessary.

We appreciate your cooperation. Our hope is to remain in school as long as possible, but for now, we will continue making our decision on a week-to-week basis. Whether students are learning remotely or in-person, I am confident that our faculty and staff will be providing valuable learning experiences next week.

All children need something to look forward to, so don’t write off Halloween — be creative to keep kids safe and happy. No matter how you plan to celebrate Halloween, everyone should wear face coverings, properly physical distance from others (at least 6 feet) and practice regular hand-washing.

Substantial Message #1 (10/24/2020)

Dear Parents and Guardians:

The rising number of positive COVID-19 cases in Schuylkill County has moved the community transmission level to substantial. After careful consideration, The North Schuylkill School District has decided to continue in-person learning next week, October 26-30 2020. We would like to maximize face-to-face instructional time while monitoring cases within the District’s zip codes.

Since the first day of school, we have had seven positive COVID-19 cases among students and zero among employees. Through contact tracing, we have no evidence that any of these cases were contracted at school. This indicates that our health and safety plan is working but also emphasizes how important it is to follow the plan’s protocols with fidelity. Our goal is to remain in schools but in order to do so, we all must be diligent about abiding by these measures not only while in-school, but at all times.

We appreciate what we have been seeing in our community with families taking precautions, but we still need your help to keep everyone safe while in-person learning continues. If children show any symptoms, they should stay home. We encourage you to take the time to conduct the screenings; they’re vital to our efforts to remain in schools.
